On October 27, 2023, Ambassador Cong Peiwu was invited to attend the International Civil Aviation Organization (ICAO) 2023 “Civil Aviation Master Planning Training Course” (CAMP) closing ceremony and delivered remarks. The remarks are mainly as follows:

It is my great pleasure to attend the International Civil Aviation Organization (ICAO) 2023 “Civil Aviation Master Planning Training Course” (CAMP) closing ceremony. I would like to extend my warm congratulations on the success of this project! As all participants of this project are senior officials from the civil aviation system of your home countries, we believe that this training will play a positive role in helping you to better serve your country's civil aviation industry.

China has always attached great importance to all-round cooperation with ICAO, has actively participated in the activities advocated by ICAO, in particular the "No Country Left Behind" initiative, and has supported the tireless efforts of ICAO to promote the safe, orderly and sustainable development of international civil aviation.

The CAMP project, which is supported by the South-South Cooperation Assistance Fund under an agreement signed between the Chinese Government and ICAO, aims to support developing countries in recovering from the COVID-19 pandemic, and is an important manifestation of China's promotion of South-South cooperation.

South-South cooperation is a great creative undertaking by developing countries to seek strength through unity. As the largest developing country, China is a natural member of the Global South and has always been a strong supporter of South-South cooperation.

This year marks the tenth anniversary of Belt and Road Initiative (BRI) put forward by President Xi Jinping. Over the past 10 years, we have signed over 200 cooperation documents with more than 150 countries, mainly from developing countries. Not long ago, the third Belt and Road Forum for International Cooperation was successfully concluded in Beijing. President Xi Jinping announced eight major steps China will take to support high-quality Belt and Road cooperation. During this BRF, 458 outcomes have been reached, far exceeding the number of the last Forum.

We have always been committed to equality and mutual trust. China's assistance demonstrates friendship and trust, and seeks cooperation and win-win results. We always uphold the philosophy of mutual respect, mutual trust and mutual benefit, and the principle of “planning together, building together, and benefiting together”.

We have always been committed to keeping our promises. In its foreign assistance and development cooperation, China has always kept its word. Whatever China promises to do, no matter how difficult it may be, it will do its utmost and fulfill its promises.

We have always been committed to solidarity and reciprocity. Cina's assistance is both bilateral and multilateral, and has provided various types of assistance to more than 160 developing countries and trained hundreds of thousands of various types of personnel for developing countries.

Ladies and gentlemen,

There are many common grounds between the global development initiative proposed by President Xi Jinping and the purposes and strategic objectives of ICAO. We hope that the two sides will further strengthen our cooperation, and work together to accelerate the implementation of the United Nations 2030 Agenda for Sustainable Development and the Sustainable Development Goals.
