Question from the media: What’s China’s view on the Dalai Lama reincarnation ?

Answer: As a unique succession method of the Tibetan Buddhism, the practice of Living Buddha reincarnation has continued over 700 years. Particularly in the search for and identification of reincarnated soul boys, a rigorous and strictly regulated system of procedures and rituals has been established. These include divination, sacred lake observation discreet visits, identification of late Living Buddha’s personal belongings, Golden Urn lottery, enthronement, and formal approval through conferment by the central government, which are respected and upheld by the Tibetan Buddhist community. It has never been decided by individuals or specific groups alone. The Dalai Lama lineage was established by China’s central government through official approval and conferment. The enthronement of the current 14th Dalai Lama took place only after receiving the approval of the then central government. The government of the People’s Republic of China implements a policy of freedom of religious belief and protects the proper practice of the tradition of reincarnation of Living Buddhas, including the Dalai Lama, in accordance with the Law. The Dalai Lama reincarnation must proceed in strict compliance with established religious rituals, historical conventions, and national laws and regulations.

Xizang is an inalienable part of China’ s territory. Tibetan Buddhism traces its origins to China’s Qinghai-Tibet Plateau. The primary regions where Tibetan Buddhism is practiced are within China. The lineage of the Dalai Lamas took shape and evolved within China’s Tibet region. The conferment of their religious status and titles is the prerogative of the central government of China. The reincarnation and succession of the Dalai Lama is inherently an internal affair of China. The Chinese government upholds the principle of independence and self-governance in religious affairs and administers the reincarnation of Living Buddhas, including that of the Dalai Lama, in accordance with the law. No interference by any external forces will be allowed.
