On the afternoon of October 24, 2023 local time, upon invitation of Prime Minister of the Kyrgyz Republic Akylbek Japarov, Premier Li Qiang of the State Council left Beijing by chartered plane for the Kyrgyz Republic to attend the 22nd meeting of the Council of Heads of Government of the Shanghai Cooperation Organization (SCO) Member States and pay an official visit to the country. State Councilor and Secretary-General of the State Council Wu Zhenglong and other accompanying officials left Beijing on the same plane.

On the afternoon of October 24 local time, Li Qiang arrived at Manas International Airport in Bishkek on his chartered plane. Prime Minister Akylbek Japarov led senior government officials to greet Li Qiang at the airport. Chinese Ambassador to Kyrgyzstan Du Dewen also greeted him at the airport.

Akylbek Japarov held a grand welcoming ceremony for Li Qiang at the airport. A military band played the national anthems of both countries. Li Qiang, accompanied by Akylbek Japarov, reviewed the guard of honor.

Later, Li Qiang held a brief meeting with Akylbek Japarov. Li Qiang said that since the establishment of diplomatic relations, China and Kyrgyzstan have always been working in solidarity, helping each other, cooperating based on mutual benefits and win-win results, and have achieved fruitful results in various areas, and realized close and efficient coordination on international affairs. China and Kyrgyzstan are genuine good neighbors, good friends, good partners and good brothers. Li Qiang said that his current visit to Kyrgyzstan is to enhance mutual trust, expand cooperation, deepen friendship and promote peace. China is ready to work with Kyrgyzstan to fully implement the important consensus reached by the two heads of state, constantly deepen political and strategic mutual trust, create more new highlights and new benchmarks for cooperation, and add more new dimensions to China-Kyrgyzstan friendship in the new era. China also looks forward to working with other SCO member states to carry forward the "Shanghai Spirit" and inject new impetus into regional peace, stability and development.

Akylbek Japarov warmly welcomed Li Qiang's visit to Kyrgyzstan and spoke highly of the positive momentum of the development of Kyrgyzstan-China relations. He said Kyrgyzstan is willing to strengthen exchanges with China in various fields, advance Belt and Road cooperation, constantly elevate the comprehensive strategic partnership between the two countries to new heights and jointly promote the stability and development of Central Asia.
