In 1945, the founding of the United Nations established a platform and set rules for the international community to handle global affairs through dialogue and consultation, turning a new page in global governance. Today, the prevailing trends of peace, development, cooperation, and mutual benefit remain unchanged. Yet the lingering shadows of Cold War mentality, hegemony, and protectionism persist as the world enters a new era of turbulence and transformation. The United Nations and multilateralism face challenges, while global deficits in peace, development, security, and governance continue to widen. Confronted with this distressing situation, countries worldwide are proposing solutions. Canadian Prime Minister Mark Carney, in his Davos address, pointed out that global relations are fractured and that greater “strategic autonomy” should be developed, with middle powers uniting to strengthen themselves. Chinese President Xi Jinping, focusing on the common interests of all humanity and grasping the historical trend, has successively proposed the Global Development Initiative, the Global Security Initiative, the Global Civilization Initiative, and the Global Governance Initiative. These four global initiatives each have their own focus, complement each other without contradiction, and form an organic whole, injecting stability and certainty into a world of intertwined change and turmoil. Now is the time to target China's four global initiatives.

Development is the key to achieving people's well-being. The Global Development Initiative (GDI) focuses on the United Nations 2030 Agenda for Sustainable Development, advocates for inclusive and beneficial economic globalization, and promotes open and inclusive cooperation. Its purpose is to ensure that growth opportunities are inclusive, foster inclusive development pathways, and enable people in all countries to share in development outcomes. It offers a new and effective solution for countries around the world, including Canada, to seek new growth opportunities.

Security is the prerequisite for development. Humanity is an indivisible community of security. The Global Security Initiative (GSI) asserts that no country should enhance its own security at the expense of others' security. Pursuing so-called absolute security or exclusive security is untenable. The GSI emphasizes upholding the authority of the United Nations Charter, advocating that disputes should be resolved through negotiation rather than threats or use of force. The GSI underscores the central role of the United Nations in addressing international security matters, aligning with Canada's consistent position.

The diversity of civilizations is the true essence of the world. The Global Civilization Initiative (GCI) champions the diversity of civilizations and opposes actions that undermine the stability of other nations' governments under the pretext of “human rights” or “democracy.” By advocating for “equality, mutual learning, dialogue, and inclusiveness,” the GCI affirms the unique historical development paths of all nations, promotes people-to-people exchanges, and respects differences rather than suppressing or excluding them. This approach also aligns with Canada's longstanding commitment to multiculturalism.

At present, unilateralism is severely undermining the rule of law in the international community. The Global Governance Initiative (GGI) breaks through the outdated mindset of zero-sum games, advocating that the goal of governance is to address the survival and development challenges faced by all humanity. It provides an effective cooperative framework for tackling transnational challenges such as climate change, public health, and cybersecurity. The GGI emphasizes an equal and orderly multipolar world, asserting that international affairs should be decided through collective consultation among all nations rather than dictated by individual major powers. It advocates for the resolute upholding of the international system with the United Nations at its core, an international order based on international law, and fundamental norms of international relations grounded in the Charter and principles of the United Nations.

From January 14 to 17, 2026, Canadian Prime Minister Mark Carney successfully visited China with fruitful outcomes. President Xi Jinping and other Chinese leaders held meetings and talks with Prime Minister Carney, reaching important consensus on advancing the China-Canada new Strategic Partnership. This provided strategic guidance for charting a new course for bilateral relations. President Xi stated that China and Canada should be partners based on mutual respect, shared development, mutual trust, and cooperation. A divided world cannot address the common challenges facing humanity. The way forward lies in upholding and practicing genuine multilateralism and advancing the building of a community with a shared future for mankind. China is willing to strengthen communication and coordination with Canada within frameworks such as the United Nations, the G20, and APEC to jointly address global challenges.
